Low-income households with special needs and/or elderly members encouraged to apply
RUTLEDGE – Clinch-Powell is now accepting applications for grant funds to cover the cost of home repairs for low-to-moderate-income households that include individuals who are 60 years old or older and/or those with special needs.
The Carol M. Peterson Housing Fund, established by the Federal Home Loan Bank of Cincinnati (FHLB), provides grants of $5,000 to $20,000 to fund home rehabilitation repairs for qualified homeowners.
Homeowners who meet the following criteria may be eligible for a home repair grant:
- At least one person in the household meets the criteria to be considered special needs or 60 years old or older, as set by FHLB Cincinnati’s definitions; and
- total income for all occupants of the home is at or below low to moderate income limits for the county where the property is located.
Eligible properties include those in which:
- At least one grant applicant is a property owner of record;
- the property is the owner’s primary residence;
- the property is located in Tennessee; and
- the property is a single-family detached home or qualified manufactured home. (Manufactured homes may be eligible if taxed as real estate and affixed to a permanent foundation.)
Homeowners who have received this grant in the past may be eligible to receive the grant again as long as they qualify. Grants will be available on a first-come, first-served basis until all funds have been reserved.
Homeowners may apply for funding through Clinch-Powell in Rutledge. The deadline to apply is January 19, 2026.
Those interested in applying for a home repair grant should contact Clinch-Powell at 865-828-5927.
