Grainger County and Bean Station HOME Program

This grant program is to help homeowners with lower household incomes make needed repairs to their house in order to make it healthier, safer, and more accessible. Applications will be scored based on the County/City’s adopted scoring criteria.Clinch-Powell is administering this program on behalf of Grainger County and Bean Station who have received HOME grant funds from HUD through the Tennessee Housing Development Agency.

This program has a different application than Clinch-Powell’s other repair programs. Please do not submit our online application if you are only interested in this program. To receive a copy of this program application, email info@clinchpowell.net or call our office at 865-828-5927.

Clinch-Powell is administering this program on behalf of Grainger County and Bean Station who have received HOME grant funds from HUD through the Tennessee Housing Development Agency.

All applications and supporting documentation must be submitted to Clinch-Powell no later than 4:30 PM, March 31, 2021.

Loan Terms and Benefits

  • Generous repair funds available, determined by need and value of home.
  • Forgivable as long as the homeowner lives in the home for the compliance period of either 5 or 15 yrs, depending on the amount of funds received.

Eligibility

  • Be within the household annual income limits:
    • 1 person household - $30,700
    • 2 person household - $35,100
    • 3 person household - $39,500
    • 4 person household - $43,850
    • 5 person household - $47,400
    • 6 person household - $50,900
  • Cannot be delinquent on property taxes, in foreclosure, bankruptcy, etc.
  • Must have or quickly obtain homeowners insurance

Location and Property Qualifications

  • Owner must occupy the home
  • Home must be in Grainger County or Bean Station
  • Mobile homes not allowed for this program

Be prepared to provide the following documents:

  • Proof of HOUSEHOLD income -- 2x months of paystubs or benefit award letter and a bank statement showing deposit
  • Proof of ownership of the house: copy of your Warranty Deed
  • Copy of recent mortgage statement
    • If no mortgage: proof of paid Homeowner’s insurance and property taxes
  • ID’s for all adult applicants

As part of the application process, a physical inspection of the house is required. The inspection will be completed by an approved rehab coordinator who will determine what repairs are most needed. This program prioritizes health and safety issues. The work on the house itself will be completed by licensed and insured contractors.

Carol M. Peterson Program

This program through the Federal Home Loan Bank of Cincinnati is available once per year on a first come, first served basis. We take applications in the Spring and notify homeowners of approvals in June of each year.

Loan Terms and Benefits

  • Up to $7500
  • Forgiveable as long as owner lives in house for five years following loan

Eligibility

  • Special needs or elderly (60 years old or older)
  • Accessibility and/or emergency repairs
  • Income eligibility applies that varies with county

  • Single family detached homes only
  • Owner must occupy home
