The Tennessee Housing Development Agency [THDA] has awarded grant funding to Clinch-Powell and 33 other qualified Agencies across the State that administer eviction prevention programs. The purpose of the ERA-EPP program is to provide eviction prevention assistance to eligible tenants to help prevent evictions and keep households that rent stably housed. The program seeks to prevent evictions through strengthening housing stability through financial assistance, legal representation, case management, counseling, and accessing coordinated funding.
This ERA-EPP program is NOT:
- Immediate-- expect a minimum 5 business day turnaround AFTER a fully completed application package (including verifications from the landlord and utility company). Checks will be issued directly to the landlord via standard postal mail.
- For those not facing eviction or only looking for part of their current month's rent.
- For those without leases, documented past due rent, or who cannot demonstrate a financial hardship.
- For those who have already received multiple months of Emergency Rental Assistance.
To be eligible for the ERA-EPP program through Clinch-Powell, households must meet the following criteria:
- One or more individuals within the household must have qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs, or experienced other financial hardship during or due, directly or indirectly, to the coronavirus pandemic; AND
- One or more individuals within the household can demonstrate a risk of experiencing homelessness or housing instability; and
- The household is a low-income family (80% AMI) and
- The household must DOWNLOAD and submit a complete application; and
- The household and/or landlord must provide the appropriate supporting documentation; and
- The household is or has been a tenant of a unit that is located within Claiborne, Cocke, Greene, Grainger, Hamblen, Hancock, Hawkins, Jefferson, or Union County, Tennessee; and (for other counties: ERA-EPP Agency Contact List )
- The household was, is, or will be obligated to pay rent under a lease or agreement.
- The landlord is willing to accept the funds and provide required information for program compliance.

- Lease agreement
- Letters of past due rent or pending eviction from your landlord
- Most recent utility bill
- Documentation of your hardship (layoff notice, reduction in hours, etc..)
- Proof of income for all adults in the household (2-4 paystubs)
- Copy of ID's for adults on the lease agreement
